Cloud Automation Manager: Pre-destroy plan output and confirmation so the user can see what will be deleted before it happens

CMSIBM-264 Pre-destroy plan output and confirmation
As an iCAM user, I would like to see a list of resources that will be destroyed when asked to confirm whether or not I want to destroy an instance.

Acceptance Criteria:
- iCAM UI displays pre-destroy output from Terraform containing list of resources that will be destroyed along with confirmation before destroying instances.
- iCAM exposes an API to do a dry-run destroy which returns the Terraform output showing the resources that will be destroyed.
- iCAM CLI destroy command displays Terraform output of resources that will be destroyed with confirmation before executing the actual destroy operation.
