Get metrics from Instana to use in Argo Rollouts

As is known, Argo is currently the top  opensource tool to make deployments.

Argo Rollouts extends the capability of ArgoCD and provided features as blue/green deployment or canary deployments.

As you might know Canary deployments work in the following way: The deployment is done and is creates a set of new pods with the new release, it is forward to the new release a small piece of traffic, If that piece of traffic is according to the expectation then the full traffic is routed to the new release deployed.

In order to decide (GO/ROLLBACK), Argo Rollouts needs metrics (normally HTTP status codes are used for this).

The idea is that we are able to fetch metrics from Instana to support Argo Rollouts. Other offerings do it out of the box, such Datadog, New Relic and others.
