Static installing Instana agent for windows remains needless windows registry postscript, or update. Merged

When instana agent is installed statically on windows, 
updates and writes are made to the windows registry when start.bat is used, which cannot be removed.

This is because there is no uninstaller for static installations. Enterprise-grade customers have a variety of installation requirements, 
but often want complete removal when they do remove the software.

Instana's market share is not yet large in Japan, and we cannot afford to create unnecessary anxiety for our customers. 
Therefore, we would like to see the development of an uninstaller or a method to restore the windows registry to a completely clean state.
