Need improved process for Standard Edition air-gapped installs

We need to improve our processes for air-gapped installations of Standard Edition.  Working with a customer, we encountered two different problems related to being in an air-gapped environment.

First, there is no viable way to update the license in an air-gapped environment.   The only command is "stanctl license update" which tries to go out to the internet to download the latest license key.  But, the environment is air-gapped.  There needs to be a "stanctl license download" command that a customer can run from a bastion server or their laptop.   Followed by a "stanctl license import or update" command that points to the license file.

Second, when we attempted to enable feature flags, it tries to download the images from the internet  and fails.  We need a reliable process for customers that want to enable feature flags.  My recommendation for GA feature flags is to include ALL of them in the TAR file that gets downloaded and imported.  But, there are certainly other options.   The biggest challenge is that the customer has no way of knowing what packages need to be downloaded and imported in order to support specific feature flags.
