Add support for recent versions of CA Spectrum (22.x) for the Netcool nco-p-ca-spectrum-corba probe

We (DOD / Defense Information Systems Agency) need to forward alerts from Spectrum CA to Netcool. The Spectrum version we are running is 22.2.8.0.13. Documentation for the Spectrum probe only indicates that it is supported through version 10.0.

    Just a note that was pointed out to me this morning. The current Spectrum version is 23.3.1 even beyond the version DISA is running. I understand the most significant reason they have upgraded was that it previously did not support TLS. The newer versions do and the change was required by their security group.
