Set time zone for Topology viewer

In the event viewer of NOI each user can set the time zone and all timestamps in the eventviewer are using this setting. It is independent of the local browser settings. The advantage for enterprises, which have employees in different timezones are obvious, e.g. UTC can be used and all employees are seeing the same timestamp.

We would like to have the same functionality in the topology viewer of ASM. Right now only the time zone setting of the browser is used. This makes it quite complicated to discuss the information of the viewer with co-workers, which are located in a different timezone.
